With a focus on infrastructure, innovation, an industry diversification this plan outlines how Kaipara will unlock opportunity, attract investment, and support prosperity for current and future generations.

By 2030, Kaipara aims to be known for its balance of tradition and innovation - a place where people want to live, work, invest, and visit, with opportunities for all to prosper.

  • Northland aims to become a premier golfing destination by leveraging its world-class courses, wide variety of golfing options, and stunning landscapes to attract domestic and international golf tourists.

  • Kaipara aims to develop a safe, connected cycling and walking network that boosts tourism, supports local economies, and enhances community wellbeing.

  • Kaipara seeks to become a premier filming destination by showcasing its landscapes, cultural stories, and production potential.

  • Kaipara aims to grow tourism by showcasing its natural beauty, cultural heritage, and iconic destinations like Kaipara Harbour, Dargaville and Mangawhai.

  • Kaipara’s investment strategy focuses on sustainable, infrastructure-ready growth by attracting businesses in key sectors like agribusiness, tourism, and renewable energy. It supports investors through streamlined processes, public-private partnerships, and a strong regional brand.

Golf tourism

By aligning with Northland’s wider tourism goals, Kaipara aims to position itself as a premium destination that blends elite sport with authentic rural and coastal experiences. One of those wider goals is golf tourism. Te Arai Links and Tara Iti, just south of the Kaipara border, attract high net worth individuals and global business leaders, creating a need for high-end experiences and accomodation across the district. While fabulous courses in Mangawhai and Waipu complete a 20km stretch of coastline that can only be described as a golfing mecca. The strategy focuses on supporting infrastructure, promoting regional attractions, and connecting golf tourism with local hospitality, arts, and nature-based activities.
