With a focus on infrastructure, innovation, an industry diversification this plan outlines how Kaipara will unlock opportunity, attract investment, and support prosperity for current and future generations.

Guided by the principle of “Kaipara - The Place to Be!” the district is focused on creating vibrant, inclusive communities, fostering a resilient local economy, and investing in dependable infrastructure. By 2030, Kaipara aims to be known for its balance of tradition and innovation - a place where people want to live, work, invest, and visit, with opportunities for all to prosper.

Golf tourism
By aligning with Northland’s wider tourism goals, Kaipara aims to position itself as a premium destination that blends elite sport with authentic rural and coastal experiences. One of those wider goals is golf tourism. Te Arai Links and Tara Iti, just south of the Kaipara border, attract high net worth individuals and global business leaders, creating a need for high-end experiences and accomodation across the district. While fabulous courses in Mangawhai and Waipu complete a 20km stretch of coastline that can only be described as a golfing mecca. The strategy focuses on supporting infrastructure, promoting regional attractions, and connecting golf tourism with local hospitality, arts, and nature-based activities.
